A student admitted to a Czech university programme with a stay longer than 3 months files, from the very first application, not for a long-term visa but for povolení k dlouhodobému pobytu za účelem studia, a long-term residence permit for the purpose of study (§ 42d(1) of Act No. 326/1999 Sb., Verified: 2026-09-02). Only a Czech educational institution can register the applicant for submission at the Czech embassy in Astana, by e-mail to astana.student@mzv.gov.cz; the student cannot register (the Czech embassy in Astana, updated 28 July 2026, Verified: 2026-09-02). The statutory time limit for the decision is 60 days from the day the complete set is filed (§ 169t, Verified: 2026-09-02), and the fee is 2 500 CZK (Act No. 634/2004 Sb., položka 162, Verified: 2026-09-02).
The short answer: a study visa and study pobyt are different documents
The route is set not by the length of the stay but by the type of study. A programme covered by the definition of “studium” in § 64 goes through pobyt; everything else longer than 3 months is covered by a long-term visa. § 64 takes in a university’s accredited programmes and language or vocational preparation for such a programme at a state or public university. A one-year Czech course at a private school does not fall under § 64, and that changes the whole route.

How the Astana appointment is booked
Registration is a separate stage, and the student does not control it. Since 20 January 2025 appointments for the purposes studium and ostatní are made only by e-mail, with no time windows: “Žadatele může k podání žádosti zaregistrovat pouze česká vzdělávací instituce”. The institution writes to astana.student@mzv.gov.cz, with the subject line exactly to the template “Název české vzdělávací instituce - objednání studentů”, the body carrying the student’s surname, first name, passport number and e-mail, and the confirmation of admission attached. E-mails heavier than 10 MB and e-mails with the wrong subject line are thrown out of the queue.
The queue runs in the order the e-mails arrive, the answer about the slot reaches the student within a month, and the embassy gives the average wait for submission as 21-30 days as of 28 July 2026. A slot once given cannot be recovered: failure to appear, or arriving late without warning, means the university has to register the student again. Submission is in person, by prior appointment from Monday to Friday, and at submission a pohovor in Czech, Russian or English is possible; an applicant who commands none of the three well enough provides an interpreter themselves and at their own expense (the Czech embassy in Astana, pohovor, updated 11 August 2026, Verified: 2026-09-02).
There is one official accelerator, and what it accelerates is access to a submission slot, not the decision. Režim student, a programme of the Czech Ministry of Education (MŠMT), has been running since 1 December 2023, Kazakhstan and Kyrgyzstan are on its list of countries, and the embassy in Astana accepts applications under it both for a visa and for pobyt. The monthly quota for Kazakhstan and Kyrgyzstan together is 30 places, but that is a value as of 28 July 2026, not a standing rule: the monthly figures are set by the Czech MFA according to the current capacity of the embassies, the current quotas are published by MŠMT, and it is the university, not the embassy, that puts a student into the programme (the Czech MFA, Režim student, the Czech embassy in Astana, Verified: 2026-09-02). Neither the act nor the table of fees provides for paid acceleration of the decision itself.
Money in the account: the formula and how long the amounts hold
The amount is calculated by a formula, not taken from a table: for a stay longer than 30 days you need 15 times the existenční minimum plus 2 times it for every full month of the intended stay. The existenční minimum is 3 130 CZK a month, so the base is 46 950 CZK and the supplement is 6 260 CZK for every full month apart from the first (§ 13(1) of Act No. 326/1999 Sb., Verified: 2026-09-02).

These figures have a short shelf life. They rest on NV č. 361/2025 Sb., which kept the existenční minimum at 3 130 CZK, while NV č. 57/2026 Sb. only extended its effect until 30 September 2026. From 1 October 2026 the amounts are set by a new nařízení, which does not exist as of the date of the check, so for a submission after that date every crown is recalculated from scratch (NV 361/2025 Sb., NV 57/2026 Sb., MPSV, updated 30 April 2026, Verified: 2026-09-02).
A bank statement is not the only way. § 13(3) allows an undertaking by a state body or a legal person to provide means in the amount of the existenční minimum for each month of the stay, a document showing that all the costs are paid by the host school, or a grant under an international treaty. This route has one boundary: an undertaking, or payment by the school, cannot cover the means for a long-term visa za účelem vzdělávání, that is, wherever the study does not fall under § 64.
Documents: originals, the apostille and the court translation
The set is prescribed by § 42d(2) and repeated on the Czech MFA “Studium” page, Verified: 2026-09-02.
- A passport and the “Žádost o povolení k dlouhodobému / trvalému pobytu” form. The form is free, but the wrong form, or a fee not paid at submission, stops the proceedings, § 169r(4).
- Two photographs.
- The university’s confirmation of admission, the potvrzení o přijetí ke studiu. The Czech Ministry of the Interior has a single form for it; a free-form confirmation has to carry the university’s details and seal, a signature, the student’s data, the dates of the stay from and to, the name of the programme and the form of study.
- Proof of accommodation: ownership, a right of use, or the owner’s consent with an officially certified signature. The property must have a house number, and ready-made forms are published by the Czech MFA.
- Financial means on the formula above.
- A criminal record certificate for an applicant over 15: the Kazakhstani one, plus certificates from the states where the applicant has lived for more than 6 months in total over the last 3 years.
- Parental consent if the applicant is under 18: free form, the signatures of both parents, no certification of the signatures is required.
- The fee of 2 500 CZK. It is not refunded on a refusal, and the embassy publishes no tenge amounts.
The passport, the confirmation of admission and the parental consent are filed as originals, and as a general rule the documents must be no older than 180 days. Kazakhstani public documents for Czechia need an apostille (the Czech embassy in Astana, updated 15 July 2026, Verified: 2026-09-02).
All documents are presented in Czech, foreign ones with an officially certified translation, and this is the bottleneck. The embassy knows of no court translator from Russian, Kazakh or Kyrgyz working in Kazakhstan or Kyrgyzstan. There are three routes: a translation by a soudní překladatel in Czechia with the original sent by post, and an electronic translation with a qualified signature is not accepted; a translation by an employee of the Kazakhstani embassy in Prague, certified at the Czech MFA, for documents in Kazakh only; a translation by a Kazakhstani agency, certified at the Czech embassy in Astana. The third costs 600 CZK per page and cannot be left to the day of submission: the embassy does not certify translations on the day a visa application is filed. From 1 January 2026 some Czech translators lost their authority, so the translator is checked against the register of the Czech Ministry of Justice (the Czech embassy in Astana, official translations, updated 6 August 2026, Verified: 2026-09-02). Insurance is not part of the submission set. § 42d(4) ties it to a different moment: the policy is presented before the visa sticker is issued, together with an officially certified Czech translation of the insurance contract and of the general terms. The Czech MFA puts it as “pouze při schválení víza, nikoliv při podání žádosti”. The visa stickered in on approval is called D/VR and serves only for entry to collect the card: it is single entry and permits a stay of 60 days. Official sources disagree on its period of validity: § 30(3) and the Czech MFA “Vízum vs. pobyt” page give 6 months, while the same ministry’s “Studium” page says 60 days. The working answer under the act is 6 months, but EEC does not reconcile a discrepancy between two live pages of one ministry: look at the period actually stickered into the passport.
If you are refused: the visa route and the pobyt route differ
There are two remedies and they are not interchangeable. On a povolení k pobytu a refusal is a decision, an odvolání is filed against it, and the Czech MFA states that it goes straight to the Czech Ministry of the Interior, to the Odbor azylové a migrační politiky, and not through the consulate; it is considered by the Komise pro rozhodování ve věcech pobytu cizinců, which has 60 days to decide.
For a long-term visa there is no odvolání at all. § 168(1) rules out applying parts two and three of the administrative procedure code to proceedings under § 30 and § 180e, and that is exactly where the institution of odvolání lives. In its place the act gives the žádost o nové posouzení důvodů neudělení dlouhodobého víza: 15 days from the day the information about the refusal is delivered, to the same authority that took the decision, that is, through the same embassy, with no suspensive effect, and whether the grounds match § 56 is assessed by the same commission. The Czech MFA “Zamítnutí víza” page folds the visa and pobyt into one sentence about odvolání; for the visa half that departs from the act, and the act prevails (§ 168(1), § 56(5), § 180e, the Czech MFA, refusal of a visa, updated 6 May 2026, Verified: 2026-09-02). What it costs the official pages do not say: the 80 EUR is published only in the Schengen section, there is nothing on which to carry that figure over to a long-term visa, and the amount is checked with the consular department.
The grounds for a refusal are not shared either. The list in § 56(1) is a visa list: failure to appear for the pohovor or the impossibility of verifying the data in the application, an untruthful form, information that the costs of the stay will be borne by Czechia, forged documents, indications that the foreigner will not leave or will use the visa for another purpose, failure to produce insurance before the sticker is issued, and failure to meet any of the conditions for issue. For a student pobyt § 46(5) pulls in only part of that list: the points about costs at Czechia’s expense and about insurance are not in it, and from § 56(2) only the point on trestní zachovalost carries over. Pobyt also has a ground of its own: failure to fulfil the purpose for which the stay was granted, with a caveat about temporary failure for important reasons. And it has a protection the visa does not: before refusing, refusing to extend or cancelling a student pobyt, the ministry is obliged to assess the proportionality of the consequences of the decision for the foreigner’s private and family life (§ 46(5) and § 56, Verified: 2026-09-02).
